Project Description

The City of San Juan, Puerto Rico is constructing a subway system. The Rio Piedras segment includes a Design-Build Contract for the following: a subway section including a mined station, a cut-and-cover station, mined running tunnels and cut-and-cover line structures.

Scope of Services

For the Rio Piedras section, LACHEL & Associates, Inc. (LFA) provided an independent cost estimate for an evaluation of construction impacts arising from a major Owner-initiated change proposal. The change proposal increased the length of the mined station by 15% (22.5 meters) and decreased the length and changed the configuration of the adjacent cut & cover line structure section.

LFA was responsible for preparing an independent, detailed cost estimate for the changed work, reviewing the Contractor's detailed cost estimates, assisting in the resolution of changed work quantities, preparing supplemental estimates as negotiations progressed and providing support to the Owner during the negotiations.

For the San Mateo and Minillas segments, Mr. Dennis Lachel, President of LFA, was requested to participate on the Geotechnical Review Board, which meets about once a month to review and discuss design and geotechnical issues.
